If redevelopment is not possible due to reasons like narrow plots, reservations, road widening, etc., or if redeveloped buildings have fewer constructed tenements and such tenants/residents or their legal heirs are currently residing in transit camps and have not been previously allotted permanent tenements by the Board, they are eligible for allotment through the Master List.
