To improve the environmental living of the slum dwellers of the Mumbai City & Suburbs District, the Govt of Maharashtra has formed Mumbai Slum Improvement Board in November 1992 under the control of the Maharashtra Housing & Area Development Authority. The works of providing basic civic & social amenities to the slum dwellers of the Mumbai City & Suburbs District are being carried out by the Mumbai Slum Improvement Board. These works are carried out from the funds of the District Annual Plan schemes.

The information about the schemes implemented through Mumbai slum Improvement Board, Fund's availabilities and the utilization of fund

  1. M.P./ MLA/MLC/ MP Rajyasabha fund Local Development Schemes:

    Basic civic and social amenities such as toilets/W.C. blocks, water supply systems, drainage passages, gymnasiums, health centers, Balwadis, and beautification work are being carried out under this scheme. The works are funded from the MLA/MLC/MP (Lok Sabha)/MP (Rajya Sabha) funds, as requested by local slum dwellers and as suggested by the respective MP/MLA/MLC.

  2. Nagari Dalit Vasti Sudhar Yojna:

    The provision of basic civic and social amenities to the Dalit communities, who predominantly reside in the slums of Mumbai City and its suburban districts, is being carried out as part of a special component scheme. The works under this scheme are implemented based on the suggestions of local MLAs/MLCs, in response to the demands of the local people. This scheme has been in operation since 2004-05.

  3. Nagari Dalitettar Vikas Yojna (Beautification Schemes)

    This scheme is being implemented using funds provided by the State Government through District Planning Schemes. The beautification of lakes and gardens, road islands, monuments and beautification work of squares located in Mumbai City and the Suburban District are being carried out under this scheme, based on the suggestions and recommadation of MLAs/MLCs, as per local requirements.

  4. Providing amenities to the Citizen of the MCGM area (UD Fund)

    This scheme is implemented exclusively for Mumbai and the Mumbai Suburban District. Under this scheme, basic civic and social amenities are provided based on the demands of local residents and Local representatives. The scheme includes the development of essential facilities such as solid waste management, water supply, drain / passages, sewerage,city cleanliness and renovation works of public places.

  5. Retaining Wall Programme:

    Due to heavy rainfall in Mumbai and the suburban district, there is a probability of landslides in the hilly areas. To prevent the loss of lives and property of slum dwellers residing on and around these hilly areas of Mumbai and its suburbs, the Government of Maharashtra has been funding for the construction of retaining walls (RW) since 1995-96. Funds are allocated annually for this bonafide purposes through DPC. Retaining walls up to 9 meters in height are constructed in the mumbai city and suburban dist through MSIB (Mhada).

  6. Development of Tourism Places:

    Roads connecting to tourist places, gardens, public toilets, navigation boards, parking lots, retaining walls, water supply facilities for tourists, electrification, museums, sports amenities, restaurants and sales centers are developed under this scheme. This scheme was launched in the mumbai suburban district in 2010–11 and in the Mumbai city in 2018–19.

  7. Navinyapurna Yojana:

    This scheme has been implemented in the Mumbai and Mumbai suburban Districts since 2010-11 using DPDC funds. It was initiated by the Government to encourage the implementation of works under social and civic aminities of District Planning Committee .

  8. Special Fund 2018-19

    In this scheme, basic amenities are provided to slum areas in Mumbai and Mumbai Suburban Districts using funds received from the Government of Maharashtra

  9. Compound Wall :

    To prevent encroachment on land owned by the state Government and local authorities in Mumbai's suburban areas, construction of compound walls is being undertaken under this scheme .

  10. Dr. Babasaheb Ambedkar Samajik Vikas Yojana:

    The works such as providing roads, passages, gutters, samaj mandir gymnasium, open sheds, are fund carried out under this scheme.

  11. Adivasi Vikas Yojna :

    This scheme includes provision of roads and lamps and other works in various tribal areas in mumbai suburban district.

  12. Alpsankhyak Nagari Kshetra Vikas Yojna :

    Provision of basic civic and social amenities of various minority and dalit communities in various slum areas in Mumbai City and Mumbai Suburban.

The Pune Housing and Area Development Board, a regional unit of MHADA has been established on 5th December 1977, as per the provisions in section 18 of MHAD Act, 1976. The Board is functioning at regional head quarter at Pune, holding territorial jurisdiction over 5 Districts in Pune Division namely; Pune, Kolhapur, Solapur, Satara, Sangli. These Districts are having five Municipal Corporation as Pune, Pimpri Chinchwad, Kolhapur, Solapur, Sangli-Miraj-Kupwad and 41 Municipal Councils under A, B & C category.

  1. To provide the shelter ( House, Plots, Shops, Sites & etc.) to the public services.
  2. To implement the govt. programme of providing Housing under Lok Awas Yojana, VAMBAY Yojana, NSDP Yojana, IHSDP Yojana, BSUP Yojana, RGGNY Part- I & Part- II Yojana
  3. The lands for Housing Schemes are made available through the various sources like ULC under section 41, under section 52, corporation reservations for EWS scheme, and Municipal lands for Housing.

The Govt. of Maharashtra with a view to deal with the problems of repairs and reconstructions of old dilapidated tenanted buildings in the Island City of Mumbai whose rents were frozen at the year 1940 as per the provisions of the Rent Control Act, formed the Bedekar Committee in the year 1968.

On recommendations of the said Committee, Govt. of Maharashtra passed the Bombay Building Repairs and Reconstruction Act in the year 1969. Under the provisions of this Act, the Bombay Building Repairs and Reconstruction Board was formed in the year 1971. A repair cess was levied on old dilapidated tenanted buildings under the provisions of this Act. Thus, these buildings were called cessed buildings.

Till 1977, this board was directly functioning under government.Subsequently this Act was merged with the Maharashtra Housing and Area Development Act 1976 in December 1977.

The activities of the Board were assigned to the Mumbai Housing & Area Development Board under Chapter -VIII of the MHAD Act - 1976.

Later on, the Mumbai Housing & Area Development Board was divided into three different Boards in November 1992 under provision of Section 18 of the MHAD Act. The three Boards that were formed are:

  • Mumbai Housing and Area Development Board
  • Mumbai Slum Improvement Board
  • Mumbai Building Repair and Reconstruction Board.

Mumbai Building Repair and Reconstruction Board has been assigned to perform the duties of carrying out structural repairs of old cessed buildings and their reconstruction by following procedure laid down under chapter VIII and VIII 'A' of the MHAD Act 1976.
